The 27-year-old world number 113, two adrift during the night, had only one bogey in a four under 67 for a total of 12 under.
Irishman Shane Lowry, who led both first two rounds, ended in a draw for the third, two back, after a 70.
World number one Dustin Johnson was one lead on the last day but finished eight off the pace after an erroneous 77, with Ian Poulter seven down after a 73.
The gusts of wind earlier in the event had been reduced to a stiff breeze at Hilton Head on Sunday and in the early stages of Johnson & # 39; s round, four other players had joined him 10 years ago.
Lowry made three birdies in his first six holes to open a two-shot lead, but missed a short par-putt on the ninth and then took four from the left of the 12th green for a double bogey to sli p three behind.
American Matt Kuchar, winner in 2014, eventually pushed an eight meter long birdie-putt to set the target at 11 under but Pan, made his 79th start on the PGA Tour, quietly parred the last two holes to stay below 12.
It left Lowry, in the penultimate group, to tie his second 180-yard shot at the 460-yard par four 18th hole, but he ended up with a par.
Pan is only the second player from Chinese Taipei to triumph over the PGA Tour, after TC Chen at the 1987 Genesis Open.
The last group is tame and famished, Johnson has let seven shots fall in five holes on the back nine and ended in a draw for the 28th, while Poulter shared 10th after making only two birdies.
